With 28,000 different permitting jurisdictions in the United States it is sometimes difficult to determine what the local agencies need to process your building permit application.
All 28,000 need something a little bit different than each other. But there are still some basic things they all need. So do not fight the system that is in place. If you find it unreasonable, try working through the local contractor associations and chambers of commerce to improve what you feel needs changing.
